Question 21: : THE JOINT COUNCIL IS GOVERNED BY A UNIFORM CONSTITUTION PRESCRIBED BY THE INTERNATIONAL UNION, AND THE INTERNATIONAL UNION WILL FILE ON THE JOINT COUNCILS BEHALF. IN ADDITION, BY-LAWS ARTICLE VI - EXECUTIVE BOARD, ARTICLE X - PER CAPITA TAXES - FINANCES, ARTICLE XIV - WAGE SCALE AND APPROVAL THEROF, HAVE BEEN AMENDED. A COPY OF THE AMENDED ARTICLES IS ATTACHED.THE EXECUTIVE BOARD ELECTED TO CLOSE THE CONVENTION FUND ACCOUNT AND DISTRIBUTE THE ACCOUNT BALANCE TO THE THREE LOCAL UNION AFFILATES, BASED ON THE NUMBER OF DELEGATES THE AFFILIATE IS ENTITLED TO HAVE ATTEND THE 2016 INTERNATIONAL CONVENTION. THE TOTAL AMOUNT DISBURSED TO THE AFFILIATES WAS $10,979 AND IS INCLUDED IN ITEM 54 - OTHER DISBURSEMENTS.
